Garden Island Defence Precinct (GI) is a key operational and support base for the Royal Australian Navy. The existing wharves and engineering services are in various states of disrepair, and Stage Two of the Garden Island (East) Critical Infrastructure Recovery Program proposes upgrades to this critical infrastructure, subject to Government and Parliamentary Approval..
The Department of Defence has engaged Lendlease as their Managing Contractor, and Lendlease has engaged enstruct as the Civil Engineer and Lead Consultant for all design aspects external to buildings for the Development Phase of the project. This includes coordination of design for in-ground services and services in tunnels. Proposed new works include wharf remediation, heavy duty pavements, a bulk fuel facility and upgrades to power, sewer and water.
Starting with the translation of existing services information into 3D models using point cloud data and ground radar mapping, enstruct developed and led the process of services design and coordination. Compiling existing and new services models from five consultants, clash analysis reviews and reporting were undertaken regularly to de-risk the design, essentially constructing the project in a "virtual" environment.
With over 10 work sites within GI, 5km of services tunnels, 10 services to design and five consultants to coordinate, regular communication, timely information exchange and streamlined processes were required to deliver the detailed design of the new infrastructure.
